Neighbourhood Climate Action Plan

Climate change is affecting the way we live and the future of our planet. By taking urgent action and working together, we can plan for a healthy, sustainable and resilient community.

Overview

The Neighborhood Climate Action Plan (NCAP) will put us on an accelerated pathway to net zero emissions while increasing our resilience to the effects of climate change in the university neighborhoods on the Vancouver campus.  

This works builds on the Community Energy and Emissions Plan (CEEP), which was developed in 2013 and has guided climate action initiatives in residential neighborhoods.  

NCAP will provide policy directions, targets and actions in key climate action areas including buildings, transportation, waste and materials, neighbourhood infrastructure, ecology, and climate emergency preparedness, with specific considerations to meet the unique conditions and needs of the university neighbourhoods. 

NCAP will be developed with engagement with the University Neighbourhoods Association, the neighbourhood community, and UBC Properties Trust.  

Planning for the future 

As the university plans for growth through Campus Vision 2050 and with the increased frequency of intense climate events, there is a renewed and urgent focus on climate action, as outlined in UBC’s Climate Emergency Response. NCAP will support this by identifying a roadmap to net zero emissions, guided by the climate mitigation and adaptation strategies outlined in Campus Vision 2050. 

 

The Neighborhood Climate Action Plan will be informed by the following plans and policies:  

The UBC Climate Action 2030 puts the university on an accelerated path to reach net zero emissions for academic campus operations. 

The Green Building Action Plan provides the guidelines to ensure the design and construction of new buildings, renovations and retrofits achieve high levels of performance that advance the campus toward a net positive vision. This includes ensuring that the Residential Environmental Assessment Program (REAP) is regularly updated to help meet UBC’s climate action commitments.  

The Neighbourhood Low Carbon Energy Strategy identifies the approach for low carbon energy supply and building performance targets for new neighbourhood construction. 

The Community Energy and Emissions Plan is the current climate action plan for UBC neighbourhoods which is focused on reducing GHG emissions.  

Campus Vision 2050 serves as inspiration and a guide for updating the Land Use Plan, future Neighbourhood Plans and other implementation plans and policies.
