A public planning process for one of UBC’s future neighbourhoods, Stadium Neighbourhood, took place between fall 2017 to spring 2019. Finalization and approval of the proposed Plan Concept was paused while UBC undertook Campus Vision 2050 - a 2.5 year process to develop a long range plan for how the Vancouver campus will change and grow over the next 30 years. The draft Concept Plan will be updated through a future planning process to reflect Campus Vision 2050 and policies set out in UBC’s updated Land Use Plan. The timing to refine and finalize the Stadium Neighbourhood Plan has not yet been set.
Stadium Neighbourhood Planning Process
The Stadium Neighbourhood planning process took place from fall 2017 to spring 2019. The 18-month process included:
- Providing opportunities to share ideas and help shape the engagement process
- Developing scenarios and options used as tools to identify opportunities and soliciting input
- Creating a draft plan concept that sets direction for housing types, amenities, academic and recreational uses, open spaces, transportation connections and more
- Determining the location of a new Thunderbird Stadium
A proposed Plan Concept was presented to UBC’s Board of Governors in June of 2019, and two alternative development scenarios were presented to the Board of Governors Property Committee in September of 2020.

What We Heard
Public consultation provided numerous opportunities for the community to provide feedback throughout the planning process, including a variety of events, stakeholder meetings and online initiatives that provide information about the planning process, key parameters and details about the development of the neighbourhood plan along with mechanisms to provide feedback. See below for details on each phase of consultation.
Next Steps
Stadium Neighbourhood is one of several new and expanded neighbourhood areas identified in Campus Vision 2050. The 2019 draft Plan Concept for the Stadium Neighbourhood will be updated to reflect Campus Vision 2050 and policies set out in UBC’s updated Land Use Plan, through a future planning process. The UBC community, the University Neighbourhoods Association, UBC Properties Trust and Musqueam will be engaged in the process. The timing to refine and finalize the Stadium Neighbourhood Plan has not yet been set.
