UBC voluntarily updated its Regional Context Statement with input received through a consultation process with the university community.

Description


 

UBC already has a “Regional Context Statement” to describe the link between its long range Land Use Plan and the larger context of Metro Vancouver’s Regional Growth Strategy. The Regional Context Statement is a short technical section at the beginning of the Land Use Plan. In 2011, Metro Vancouver updated its Regional Growth Strategy, replacing the Livable Region Strategic Plan (adopted in 1996) with the adoption of a new updated strategy: Metro Vancouver 2040, Shaping Our Future.

In light of this, UBC has voluntarily updated its Regional Context Statement.


Public Consultation 


 

The purpose of public consultation was to provide the campus community with an opportunity to learn about the update to UBC’s Regional Context Statement and provide feedback. Public consultation occurred in two phases and included opportunities for input from the campus community, including students, faculty, staff, campus residents and alumni.

Phase 1 Public Consultation - April 22 to May 3, 2013

The public consultation process included online consultation between April 22 – May 3, 2013 and an open house on April 23, 2013. The purpose of the consultation was to comment on the update to UBC’s Regional Context Statement. A Consideration Memorandum of Consultation Input, as well as links to appendices are available below:

Phase 2 Public Consultations - February 12, 2014

A formal public hearing, as required by Municipalities Enabling and Validating Act (MEVA), took place on February 12, 2014. The scope of the Public Hearing was limited to replacing the Regional Context Statement. A Consideration Memorandum of Consultation Input is included blow:


Next Steps 


 

In April 2014, the UBC Board of Governors resolved to forward to the Minister of Community, Sport and Cultural Development an amendment to the Land Use Plan that:

  • Removes Chapter 2 ‘Regional Context Statement, and replaces Chapter 2 with the new ‘Regional Context Statement’; and, 
  • Adds an appendix to the UBC Land Use Plan titled: ‘Appendix 1 to Regional Context Statement: UBC Land Use Plan relationship to the Regional Growth Strategy, October 28, 2013’ 

The Minister of Community, Sport and Cultural Development who, in consultation with the Minister of Advanced Education, is responsible for final approval of the Land Use Plan amendment, and adoption of the proposed Regional Context Statement by ministerial order.
