Polygon 233 Ltd. has submitted a revised Development Permit application for a residential development on Lot 26 at the corner of Ross Drive and Gray Avenue in Wesbrook Place. The proposal is for a 16-storey residential tower with 214 units and eight 3-storey city homes. The revised application seeks to address concerns raised through public consultation in June 2023.

The Lot 26 proposal is part of UBC’s ongoing effort to create thriving, sustainable residential communities on campus. Construction of housing in Wesbrook Place supports UBC commitments to provide a variety of housing options, including rental housing for faculty and staff, market rental and leasehold housing, supported by a range of amenities and services.

The Vancouver campus consists of 994 acres (402 hectares) of academic and neighbourhood lands that support the academic mission of the university. Currently there are six unique neighbourhoods each with a UBC Board of Governors approved neighbourhood plan that describes the vision for the neighbourhood and includes guidelines for things like housing, open space and sustainability. Development within each neighbourhood is subject to development controls including REAP (Residential Environmental Assessment Program), a regulatory green building rating system which ensures all new residential buildings meet or exceed UBC’s climate action commitments and BC’s Energy Step Code. UBC’s neighbourhood plans and broader campus planning align with university priorities and needs, and are shaped by input from the community. The Development Permit process helps implement the Neighbourhood Plan, and ensures that all new projects are consistent with the vision and goals of UBC land use and sustainability plans, and other regulatory requirements including building and fire codes.

Resubmission

Thank you to all who participated in the public open house and/or provided written comments on the proposal for a new residential development at Lot 26 in Wesbrook Plan in June 2023.

The main themes/areas of concerns from the feedback were:

  • Proximity of tower to Prodigy building; and shadowing impacts affecting sun access on Prodigy
  • Tower too tall
  • Outdoor open space should be more accessible to the public
  • Increased traffic from new development
  • Construction traffic disruptive with Lot 6 and Lot 26 under construction at same time

The revised submission (see Application Documents tab above) seeks to address these concerns by:

  • Tower repositioned and moved to centre of lot resulting in substantial reduction of impacts from shadowing on Prodigy
  • 16 storey tower complies with the number of permitted storeys in the Wesbrook Neighbhourhood Plan
  • Outdoor open space relocated to western end of the site between Gray Avenue and Ross Drive
  • Parkade location on Ross Drive allows for direct access to 16th Avenue
  • Construction traffic will be managed by coordinated Traffic Management Plans for both sites

Process

The project will be reviewed by the UBC Development Permit Board on January 17, 2024. The meeting is scheduled for 5:00 - 6:30 PM at the Policy Labs in the Centre for Interactive Research on Sustainability (CIRS), 2260 West Mall.
